This has happened to a number of machines in my company too and in some cases deleting the Bookmarks.nsf and letting the client rebuild them dosen't work. In fact on some of them I had to roll back to R5 just so I could get them working. I'm still playig around with a few installs to see if I can find the problem. 6.0.1 didn't help on those machine's either. I also tried the previous fix suggestion about restoring the defaults in the toolbar preferences. These are all win2k boxes.
